FMLA, Performance Deficienceis, When and How to Address?

Question:
We have an employee who is on leave under the Family and Medical Leave Act (FMLA). No performance deficiencies had been addressed with the employee prior to FMLA leave, but multiple issues were found after she started leave. Can we address them right out of the gate when she returns? Also, our level of business has slowed down due to COVID-19. Does that figure into the equuation anywhere?
